In the European Union the question of children’s rights has not come foremost in either policy or the legal framework. In fact in perusing the documents emanating from Brussels it is noticeable that although there are references and dedicated papers about ‘young people’ there has been, until comparatively recently, few references to ‘children’ and their needs. Hopefully things are about to change and some organisations, for instance Children in Scotland, The National Children’s Bureau and Children in Wales, are cooperating to raise the profile of children’s issues. Of late there has been a marked shift to recognise them as citizens too. The new draft constitution of the European Convention Article 1-3, which states the objectives of the Union, runs ‘(The Union) shall combat social exclusion and shall promote social justice and protection, equality between men and women. Solidarity between generations and protection of children’s’ rights.’ Also in the Charter of Fundamental Rights, that is proposed to become legally binding in all EU states, article 24 newly formulates the rights of the child. |
Plusieurs mois de contacts et de négociations ont fini par aboutir le 29 septembre 2003. Deux reprédentants des écoles Steiner-Waldorf, Christopher Clouder (European Council of Steiner Waldorf Schools) et Isabelle Ablard-Dupin (Fédération des écoles Steiner en France) sont au Parlement européen à Bruxelles. Ils sont invités à présenter la pédagogie Steiner-Waldorf devant la Commission de la culture, de la jeunesse, de l’éducation, des médias et des sports. Une centaine de personnes sont rassemblées autour du président de la Commission, Michel Rocard : des députés des différents partis et de tous les États membres, des représentants du Conseil de l’Europe, des juristes. Les premiers moments sont un peu déroutants : ici on est plutôt habitué à faire plusieurs choses en même temps, à lire des papiers tout en écoutant. Très vite la tendance s'inverse et les personnes présentes observent, opinent de la tête et réagissent aux propos sur la nécessité de faire place en Europe à une pédagogie qui remet l'humain au centre de ses préoccupations. |
Der Ausschuss für Kultur, Jugend, Bildung, Medien und Sport des Europaparlaments in Brüssel hat am 29. September 2003 zwei Vertreter des 'European Council for Steiner Waldorf Education' (ECWE) angehört. Vorausgegangen war eine jahrelange Lobbyarbeit des ECSWE mit Parlamentariern aller Parteien, um das Bewußtsein für eine Pädagogik zu stärken, die unter anderem ein europaweit kompatibles Curriculum anbietet. Auch der ehemalige Premierminister Frankreichs und Vorsitzende des Ausschusses, Michel Rocard, hatte sich für die Idee eines Gedankenaustausches im Rahmen einer Ausschußsitzung erwärmt und zeigte sich nach der Sitzung sehr zufrieden darüber, dass in den Plädoyers von Christopher Clouder und Isabelle Ablard-Dupin tiefere pädagogische Dimensionen anhand von prägnanten Beispielen zur Nachdenklichkeit stimmten. Viele Fragen zu diversen Aspekten des pädagogischen Konzeptes, den Formen der Ausbreitung, der Finanzierung und des Verhältnisses zum staatlichen Schulsystem zeugten von regem Interesse aus den Reihen der Abgeordneten. Der angebahnte Kontakt soll erhalten bleiben. Insgesamt wird es nötig sein, die Lobbyarbeit in Brüssel noch zu verstärken. Denn wer nichts sagt, kann auch nicht gehört werden. Detlef Hardorp
